It sounds a if the OS10 machines are configured to launch Notes at startup. If true, Notes may be timing-out before the Mac establishes a DHCP lease (assuming DHCP setup).
This is consistent with success on the second reboot (in many LAN configurations, the DHCP lease will be immediately renewed).
Try either not launching Notes at boot, or change the startup launch order (ie launch something else that accesses TCP/IP first, such as a web browser).
